Request for Proposals
Purpose:
The New Hampshire Community Development Finance Authority (CDFA) seeks a qualified professional(s) to complete two tasks. Vendors may propose to complete one or both tasks. CDFA may make select more than one vendor.
Task 1 - Building Inspection for Code Compliance: inspect properties and review plans and specifications for rehabilitation for conformance with all federal, state, and local building codes and regulations for all properties receiving funding from the Neighborhood Stabilization Program (NSP); and
Task 2 – Building Inspection for Energy Efficiency Quality Control: inspect properties and review plans and specifications for rehabilitation for conformance with industry standards for energy efficiency retrofit rehabilitation work and awardee goals as stated in their application for funding under the Neighborhood Stabilization Program (NSP).
Background:
The State of New Hampshire, through CDFA, was awarded $19.6 million in NSP funds from the U.S. Department of Housing and Urban Development (HUD). The program is designed to help address foreclosure problems in certain neighborhoods in order to make them more stable, sustainable, and competitive. It is a component of the Community Development Block Grant (CDBG) program and generally follows its requirements. The program is authorized under Title III of the Housing and Economic Recovery Act of 2008.
Along with other states, New Hampshire submitted a comprehensive Action Plan to the US Department of Housing and Urban Development (HUD) that provides details of how it will administer NSP activities in New Hampshire. On June 4, 2009, CDFA approved $18.03 million in NSP funds to projects in Berlin, Manchester, Nashua, and Rochester. The NSP grantees will then have until March 9, 2013 to complete their projects.
In their NSP applications, the above named awardees designated goals for energy efficiency upgrades to a subset of their buildings.
Scope of Work:
The successful applicant will perform the following tasks:
Task 1 - Building Inspection for Code Compliance:
- Review plans and specifications submitted for NSP-funded property rehabilitation projects for conformance with all relevant federal, state, and local building codes and regulations.
- Inspect NSP-funded rehabilitation projects to perform conceptual review. Prepare a list of all site and/or building issues requiring attention and provides construction input on assigned projects.
- Monitor the project construction bidding process including the incorporation of the necessary Standard Front End document requirements in the bidding documents.
- Monitor the construction requisition process for all NSP-funded properties. Monitor construction progress for conformance with the approved plans and specifications.
- Performs inspections of NSP-funded property rehabilitations and make recommendations for improvements as necessary.
- Insure that appropriate federal programmatic requirements related to construction issues are met. Produce regular status reports on NSP-funded rehabilitation projects to be submitted to CDFA.
- Maintain thorough knowledge of acceptable construction methods and practices and all relevant national and state building codes and regulations.
- Certify compliance with the Renovation, Repair and Painting Rule which requires that contractors performing renovation, repair and painting projects that disturb lead-based paint in homes, child care facilities, and schools built before 1978 must be certified and must follow specific work practices to prevent lead contamination.
Task 2 – Building Inspection for Energy Efficiency Quality Control:
- Review plans and specifications submitted for NSP-funded property rehabilitation projects for conformance with relevant energy efficiency goals.
- Inspect NSP-funded rehabilitation projects for conformance to awardee’s stated energy efficiency goals and industry standards for quality improvements to building envelope, HERS ratings, and related industry standards. Provide construction input on assigned projects.
- Performs inspections of NSP-funded property rehabilitations and make recommendations for improvements as necessary. These inspections may include blower door tests and infrared heat analysis.
- Produce regular status reports on assigned NSP-funded rehabilitation projects to be submitted to CDFA.
- Maintain thorough knowledge of acceptable energy improvement construction methods and practices and all relevant national and state building codes and regulations.
Work Environment
Working conditions include a mix of inside and outside environmental and construction-related conditions, including inspection of the interior and exterior of NSP-funding property rehabilitations.
Abilities and Skills
- Expert cost management and communication skills.
- Appropriate certifications and training in building science.
- Task 2 only: Experience performing electrical and thermal energy audits and related on-site commissioning/quality control inspections.
Proposal Review Criteria:
Selection will be based on experience with construction standards, familiarity with and understanding of energy efficiency standards, and ability to complete the proposed scope of work. Selection will not necessarily be based on the lowest qualified bidder. However, price will be a consideration.
Personnel:
The proposal shall clearly name the individual in charge and other personnel if applicable. Please include qualifications and related experience. The applicant must be available for an interview.
Submission Information:
The proposal must be submitted by 4:30 p.m. on Friday, May 7, 2010, to the Community Development Finance Authority, 14 Dixon Ave., Suite 102, Concord NH 03301. Once an applicant has been awarded the contract, all other respondents will be informed of the decision in writing.
This request does not commit Community Development Finance Authority to award a contract nor to pay any costs incurred in the submission of a proposal or in making necessary studies for the preparation thereof, nor to procure or contract for services or supplies. The Community Development Finance Authority reserves the right to reject any or all proposals.
Funding for this activity is provided through the U.S. Department of Housing and Urban Development. Therefore, all federal requirements of the Housing and Community Development Act of 1974, as amended, and all state requirements must be adhered to and will be part of the contract.
