Information for for-profit businesses interested in tax credits
CDFA is pleased to offer New Hampshire businesses the unique opportunity to invest and target their tax dollars to community development projects throughout the state in exchange for a 75% State Tax Credit through the Tax Credit Program.
This program enables businesses to invest cash, securities, or property to fund economic or community development projects in exchange for this 75% tax credit which can be applied against any or all three of the business profits, business enterprise, or insurance premium taxes. For example, a for-profit business "donor" that makes a $10,000 cash investment in one of CDFA's approved projects will receive a tax credit in the amount of $7,500. After federal tax benefits are accounted for, the contribution actually costs the company about 15% of the $10,000, or $1,500. This is a great way for a business to impact a community by leveraging their tax dollars.

ECONOMIC DEVELOPMENT PROJECTS - Currently fundraising
Plymouth State University/ALLWell Center Ice Arena - With this project, PSU plans to address the need for increased opportunities for educational, athletic, wellness and recreational activities for the campus, local communities, the region and the state. The project will renovate and expand the existing Physical Education Center (Circa 1968) into a state-of-the-art complex that integrates academics, athletics and recreation on one site. Phase I (where CDIP funds will be used) will be construction of a $16.4M ice rink. Construction and operational phases are projected to have a positive effect on the local economy by creating jobs and income generating activity for the area. $5,000 is available in current State Fiscal Year 2010 (July 1, 2009 - June 30, 2010) Tax Credits.

Broadband Infrastructure & Wireless LINC Project for the North Country - Coos, Carroll, and Grafton Counties - sponsored by Northern Community Investment Corporation - will ultimately increase the opportunity for existing businesses, improve education, healthcare, and emergency services and open the door to economic growth. The project will entail three parts: creating infrastructure of fixed wireless technology, establishing a revolving loan fund to provide direct term loans to broadband businesses starting or expanding in the area, and utilizing a virtual support center for end users of the system. $370,800 is available in current State Fiscal Year 2010 (July 1, 2009 - June 30, 2010) Tax Credits.

Mt. Washington Valley Technology Village - Conway - sponsored by Mt. Washington Valley Economic Council - this project entails finishing the interior of the incubator space, as well as extending the road into the Technology Village, which will enable the subdivision of, and subsequent land sale for future development of businesses and industry. This will in turn help to diversify the economic vitality of the area. $76,000 is available in current State Fiscal Year 2010 (July 1, 2009 - June 30, 2010) Tax Credits

League of NH Craftsmen - Concord - will redevelop a blighted area in downtown, specifically two buildings, into new LEED certified office and display space for the League and other businesses and low- and moderate-income housing. The project will contribute to the redevelopment of the area of the city as well as the economic development of the state by strengthening the artist sector. $600,000 is available in current State Fiscal Year 2010 tax credits and $475,000 is available in State Fiscal Year 2011 tax credits.

Hannah Grimes Center - Keene - will renovate the first floor of the Hannah Grimes Center in downtown into 6,200 square feet of business incubator space. The renovation will expand the current number of incubator offices from five to fifteen and will provide more usable space for the Center's workshops and programs. The expansion will increase and build upon the economic vitality of the Main Street through downtown. $248,000 is available in State Fiscal Year 2010 tax credits.

RDC Capacity Fund Program - Statewide - sponsored by the NH Alliance of RDCs, this initiative provides funding to the ten key regional development corporations (RDCs) in NH, by providing a base level of operating support. The RDCs provide a significant amount of economic development support and provide core services such as: revolving loan funds to businesses, leverage match for federal funding such as Community Development Block Grants, New Markets Tax Credits, Small Business Administration, Intermediary Lending Program, and USDA Rural Development and Rural Business Enterprise Programs. The RDCs also assist communities in various strategic planning and facilitation efforts to bring new businesses and large economic development projects to NH by offering services such as Small Business and Entrepreneurial Services, Real Estate Development and Management, Infrastructure Development, Employer Advocacy, Recruitment and Place Marketing, Regional/Local Planning & Data, Manufacturing Process Improvement Assistance, Workforce Development, Natural Resource Economic Development and Downtown/Village/Urban Development. $163,000 is available in State Fiscal Year 2010 tax credits.

The Flying Yankee Project - North Woodstock - sponsored by the Flying Yankee Restoration Group, Inc., was awarded $150,000 in tax credits to rehabilitate the passenger train in order to increase tourism related economic development, expand railroad transportation curriculum in schools, stimulate passenger rail service, and to create a highly visible ambassador for New Hampshire. $150,000 is available in current State Fiscal Year 2010 (July 1, 2009 - June 30, 2010) Tax Credits.

Children's Museum of New Hampshire - Dover - sponsored by the Children's Museum of Portsmouth - CDIP funds will assist in expanding and relocating the museum to downtown Dover from Portsmouth. Moving to a larger facility will allow the museum to provide more exhibits, broaden its range of programs, and improve their services to schools and families. $407,500 is available in current State Fiscal Year 2010 (July 1, 2009 - June 30, 2010) Tax Credits.

Keene Head Start - Keene Area - sponsored by Southwestern Community Services (SCS) - will purchase and
Individual Development Account (IDA) Collaborative - Statewide - sponsored by NH Community Loan Fund - will continue the program which provides a unique incentive ($3 match for every $1 saved) and financial education for low income clients, who would not otherwise have access to conventional financing to build assets, gain further education, start businesses, do home repairs, or purchase a vehicle. $81,000 is available in current State Fiscal Year 2010 (July 1, 2009 - June 30, 2010) Tax Credits.

Franconia Children Center (FCC) - North Country - was awarded CDIP funds to help construct a new childcare facility. The existing FCC, which is currently located in a converted garage, is at full capacity serving nearly 50 children. The new FCC will be licensed to serve nearly 70 children. $218,000 is available in current State Fiscal Year 2010 (July 1, 2009 - June 30, 2010) Tax Credits.

Ashland Historic School Project - Ashland - Tri-County Community Action Program (TCCAP), was awarded $30,000 in tax credits to hire a professional developer to create a plan to determine if the rehabilitation of the school, which would house a Headstart program and TCCAP administrative offices, is feasible. $20,000 is available in current State Fiscal Year 2010 (July 1, 2009 - June 30, 2010) Tax Credits.

New Community Center for Claremont - Claremont - sponsored by the New Community Center for Claremont, Inc., was awarded $600,000 in tax credits to construct a 35,000 square foot community center offering programs for families and at-risk youth by offering multiple and varied programs under one roof. $347,500 is available in current State Fiscal Year 2010 (July 1, 2009 - June 30, 2010) Tax Credits.

Second Start Energy Improvement Initiative - Concord - sponsored by Second Start, was awarded $428,750 in tax credits to improve the energy efficiency of two of its facilities by conducting an extensive energy audit, replacing windows, upgrading heating systems, adding insulation, etc. in order to increase savings and to continue to providing education and training programs for adult underserved populations. $215,750 is available in current State Fiscal Year 2010 (July 1, 2009 - June 30, 2010) Tax Credits.

Monadnock Adult Care Center - Jaffrey - sponsored by Monadnock Family Services, Inc., was awarded $250,000 in tax credits to purchase the space it currently leases. Bonnie CLAC Partnership Project - Statewide - sponsored by Bonnie CLAC, was awarded $450,000 in tax credit funds to loan 260 TANF recipients cars for up to two months, provided they find employment within that period and nearly 560 other clients with down payment assistance for the purchase of a affordable and reliable car. $340,000 is available in State Fiscal Year 2010 (July 1, 2009 - June 30, 2010) Tax Credits.

Child Care Energy Efficiency Program - Statewide - sponsored by NH Community Loan Fund, was awarded $293,750 in tax credits to be used as grants for facility retrofits, emergency fuel assistance, and energy audits of child care centers that are approved for state subsidy for low- and moderate-income working parents. $266,750 is available in current State Fiscal Year 2010 (July 1, 2009 - June 30, 2010) Tax Credits.

Copper Cannon Camp - Bethlehem- will purchase and upgrade the 126 acres property and facilities, currently leased by the Camp from the Town of Franconia. This will enable the Camp to expand operations on a year-round basis, to hire additional staff, and serve more income qualified families by continuing to offer a free week of camp to New Hampshire children. $199,500 is available in State Fiscal Year 2011 tax credits.

Coos County Family Health Services - Gorham - will consolidate its three clinics into one location in downtown which will be LEED certifiable, expand the services it offers, and improve medical care for people of all socioeconomic backgrounds. It will be within walking distance of low-income housing, elderly housing, public schools, Town Hall and shopping. $300,000 is available in current State Fiscal Year 2010 tax credits and $300,000 is available in State Fiscal Year 2011 tax credits.

The Park Theatre - Jaffrey -will replace the currently dilapidated Theatre with a new 400-seat theater in downtown to be a regional center for the arts and entertainment for the 24 communities and five school districts of the Monadnock Region. It will provide performance, rehearsal and meeting facilities for community groups, artists, schools and businesses, along with 75 construction jobs and 3-5 permanent jobs in theatrical arts. $2,250 is available in current State Fiscal Year 2010 tax credits and $262,500 is available in State Fiscal Year 2011 tax credits.

Keene Family YMCA - Keene - funds will be used to move out of its deteriorating leased space and construct a new facility which it will own. The new building will increase the access to quality and affordable child care, improve accessibility of the facilities, and provide stronger access to supportive health and wellness programs. The new facility will create 40 additional jobs. $300,000 is available in current State Fiscal Year 2010 tax credits.

North Country Center for the Arts - Lincoln - will build a 15,000 square foot performing arts complex, called Jean's Playhouse. The former space, the Papermill Theatre, was owned by the town and is being demolished to make way for condominiums. The town has donated a parcel of land adjacent to the old theatre for Jean's Playhouse, which will be a year-round operation providing theatrical, musical, and visual arts, as well as community gatherings and events. was $49,000 is available in current State Fiscal Year 2010 tax credits.

Elliot Hospital - Manchester - will purchase equipment for a soon to be developed 236,000 square feet Ambulatory Care Center called Elliot at River's Edge. The project will redevelop a blighted area and improve access to health care for the low- and moderate-income population surrounding the area. $467,500 is available in current State Fiscal Year 2010 tax credits and $473,500 is available in State Fiscal Year 2011 tax credits.

Kidworks Learning Center, Inc. - Meredith - will install energy efficient lighting, replace electric hot water heaters with gas, install heating zones, re-grade the site to address drainage problems, purchase new play equipment, and retire existing debt in order to continue to provide quality and affordable child care to over 70 families. $303,125 is available in current State Fiscal Year 2010 tax credits.

YMCA of Greater Nashua - Nashua - will build a new building on city owned land in the geographic center of the city, immediately off of Route 3, Exit 5. The new facility will be LEED Certified, ADA compliant, and will have modern amenities to properly serve the needs of the community. It will allow the YMCA to serve 4,500 additional people, a 50% increase and add 25 new jobs. $356,607 is available in current State Fiscal Year 2010 tax credits.

Avis Goodwin Community Health Center - Somersworth - will consolidate its four locations into a new 28,500 square foot LEED Certifiable facility to be constructed in Somersworth with easy access to public transportation. With the additional square footage they will be able to hire two additional medical providers, add a sixth operatory, and add 48 hours of mental health specialist staff time. As a result they will be able to provide medical care for an additional 3,000 patients and dental care to 500 new patients, many of whom are un- or under-insured. $574,500 in State Fiscal Year 2011 tax credits is available.

Consumer Credit Counseling Services of NH & VT - Statewide - will expand its Financial Literacy Program which includes workshops and stand-alone meetings in all communities in New Hampshire. This expansion will impact an additional 1,000 people in New Hampshire. $50,000 is available in current State Fiscal Year 2010 tax credits.

HOUSING PROGRAMS AND PROJECTS - Currently fundraising
Housing Futures Fund (HFF) - Statewide - The Housing Futures Fund (HFF) provides grants and technical assistance to nonprofit developers of workforce housing. The grant program makes operating grants to eligible organizations. The technical assistance program, implemented by the New Hampshire Community Loan Fund, provides the HFF grantees with several areas of assistance including: supplying needed capital and related technical assistance for projects undertaken for which financing from other sources is unavailable; enhancing the organization's technical capacity; and affordable housing advocacy efforts to create a user-friendly political climate for the development of affordable housing. $260,656 is available in current State Fiscal Year 2010 (July 1, 2009 - June 30, 2010) Tax Credits.

Wolfeboro Workforce Housing I & II- Wolfeboro - sponsored by Eastern Lakes Region Housing Coalition - to construct 24 units of rental housing, Harriman Hill, for families whose incomes fall between a range of 50% and 60% of Wolfeboro's Area Median Income. Foreclosure Prevention Mortgage Refinance Pilot Program - Manchester - NeighborWorks Greater Manchester will develop a pilot program that will help 15 low- and moderate-income families that are facing foreclosure stay in their homes. The Foreclosure Prevention Mortgage Refinance Pilot Program will create a loan pool for a pilot refinancing second, "silent" (would not amortize or bear interest) mortgage product. The second mortgage will be used in conjunction with a first mortgage offered through local lenders approved by NH Housing. $105,000 is available in current State Fiscal Year 2010 tax credits and $250,000 is available in State Fiscal Year 2011 tax credits.

Malley Farm Boys Home - Somersworth - will make much needed capital improvements, energy efficiency upgrades, and pay off the mortgage on the property. This will enable them to hire an additional staff member and increase the number of clients served. $109,500 is available in current State Fiscal Year 2010 tax credits and $100,000 is available in State Fiscal Year 2011 tax credits.

The Morrison - Whitefield - will renovate portions of the skilled nursing and rehabilitee care facility to meet nursing facility code compliance which will improve the safety, health, privacy, and comfort of its residents. In addition, the new space will be secure enough to accommodate the needs of residents with Alzheimer's. $$50,000 is available in current State Fiscal Year 2010 tax credits and $280,625 is available in State Fiscal Year 2011 tax credits.
